The effect is achieved by setting the Ambient Color in the Materials Dialog to an unnaturally high level.
Choose any color you want for your glow, and make the Ambient Color as bright as you want the glow to be.
If you want pure glow, turn off the texture map. If you want textured glow, leave it; but be aware that it liimits the brightness (except, of course, for where it's white to begin with.)
It works better if the Object Color is the same color as the glow, or white. (But different colors in that channel can give you interesting effects on things that are partially in shadow, and partially in light.)
Remember, the glow will show up better if it's in an area of the scene that is in shadow. (Just like in real life.)
Don't be afraid to experiment; remember, the point is to make anything that you can dream of!
